Sadly, Square Enix never gifted us with much official information on Rufus, so most of what we know is through observation of his character and a bit of speculation.
In the beginning of Final Fantasy VII, Rufus is the Vice-President of the ShinRa Electric Power Company, a company that made it's fortune by converting mako energy from the earth into usable electric power. However, The ShinRa Company is not just a simple electric company. They hold a monopoly on power in the city of Midgar, and thus have pretty much become a dictatorial government on their own.After the untimely murder of his father, Rufus takes over as President and becomes pretty much hell-bent on finding Sephiroth, the Promised Land, and ultimately owning the world.
A ruthless leader, Rufus believes that it's better to control people through fear rather than money as his father believed. He's a determined man with pristine good looks and a strong personality full of charm, brains, occasional dry wit and- ok, he's also a cold-blooded and merciless ruler who'll stop at pretty much nothing to achieve his goals; but hey, nobody's perfect.
