Midgar is an industrial city in every sense of the word. The city is comprised of a central pillar and smaller columns that support a circular disk or "plate" that essentially divides the city in half horizontally. The plate itself is sectioned into eight sectors, each defined by walls and a mako reactor. Beneath the plate the city is made up of slums, while the "true" city sits above, made of offices, businesses, and residences belonging to Midgar's more wealthy citizens. A rail system circles the city, transporting workers and commuters to and from the slums. Midgar's centerpiece is the ShinRa building, a 70-story skyscraper that rises from the middle of the upper plate and towers above the city itself. The upper plate actually remains unfinished for the entirety of Midgar's history. Sector 6 and the outer sectors were never completed, and after the destruction of Sector 7, it is made clear that they are not intended to be. A network of maintenance platforms are suspended beneath the plate.

Midgar's location is the key to it's success, as the city was built in an area abundant in Mako Energy. Because of this, Midgar enjoys the privilege of mako power and industry. The downside, like any area dealing with heavy chemicals, is toxicity. There are little to no plants and vegetation in Midgar or within close surrounding areas, and the sky always seems a bit polluted with a faint green glow.

In the slum sectors beneath the plate, citizens live a rather depraved existence. The buildings and residences here are pretty much just made of scrap metal and other pieces of collected rubble crudely formed and piled into the shapes of structures. There are, however, a few places that were presumably left behind from before the plate's construction, when the city was, at that time, several small villages clustered together. There are exceptions to the poverty of the slums however, as Sector 6 was primarily comprised of clubs, shops, and the mansion of Don Corneo. The slums in general though, are littered with wreckage and strewn with what seems to be machine parts.
